Meeting of the Parish Council
held on Monday 16th June 2014
at 7pm in Birdham Village Hall
Present: Cllr Finch (Chairman), Cllr Barker, Cllr Hamilton, Cllr Churchill, Cllr Cobbold, Cllr Pocock and Cllr Harker (Vice Chairman)
Apologies: Cllr Ayton, Cllr Montyn (WSCC & CDC),
In attendance: The Clerk, Cllr Marshall (CDC) and 7 members of the public.
18-14 Election of Vice Chairman.
It was resolved that Cllr J Harker be elected to the office of Vice Chairman until the date of the next
Annual Meeting of the Parish Council.
19-14 Public Question time in accordance with Standing Orders 1d -1l:
There were no questions from members of the public.
20-14 Declaration of Interests:
Cllr Hamilton declared a personal interest in planning application BI/14/01444/DOM
21-14 Approve and sign the Minutes of the meeting held on the 19th May 2014:
It was resolved to adopt and sign the minutes of the 19th May 2014 as a true and accurate record.
22-14 Matters arising from the minutes of the 19th November 2012:
Minute 89-12 - Land Bequest. The Clerk said he had nothing further to report at this time.
23-14 Clerks’ Report:
i) WSCC – The Clerk said he had received email notification that a Public Consultation on the Draft Fire and Rescue Service Proposals for 2015-16. The consultation period would run from 2nd June until the 23rd August. If required the documentation may be downloaded from www.westsussex.gov.uk/fire and responses may be given by using www.surveymonkey.com/s/FFR2015.
The Clerk went on to say that he had also received notification of the Joint Minerals Local Plan engagement event which would be held on the 8th July between 1330 hours and 1630 hours at the South Downs Centre in Midhurst.
ii) CDC – The Clerk said that he had received the Community Facility Audit from CDC and requested assistance from the Council in amending the content should it be required.
Notification had also been received concerning the meeting with Nick Boles MP which is scheduled to take place on the 3rd July at 3.15pm.
The Clerk went on to say that he had also received notification that the 2x2 bedroom shared ownership homes on the new site at Piggery Hall Lane had not received the interest that was expected locally and would therefore be offered to neighbouring parishes.
iii) Reports from Members of WSCC/CDC – Cllr Marshall (CDC) said he had nothing further to add that had not already been covered by the Clerk.
iv) Other related matters – Nothing to report.
24-14 Finance and Corporate:
i) To receive and approve the financial report.
The Clerk presented the financial reports for the month of June (shown at annex a). The current balances for are;

The Clerk offered to answer any questions that Councillors may have.
It was resolved to adopt the Financial Report.
25-14 To receive an update on the Neighbourhood Plan.
The Chairman said that the Steering Group had been working very hard and had now sent the Plan for Pre-Submission Consultation. There are one or two typos that are known about requiring small amendments but if anything does come to light that requires greater consideration then advice will be sought prior to submission to CDC.
A question was raised about telephone numbers for those who had been tasked with holding the draft plan in order that people could see and comment.
The answer was that the Clerk was in the process of publishing a full list of contacts against which their telephone number would be released on request.

Extensions and alterations.
In all of the above applications it was decided to raise NO OBECTIONS and it was resolved to authorise the Clerk to notify CDC of the Councils decisions where required.

The delegated decisions were noted.
27-14 Correspondence – Not previously circulated:
i) The Clerk reported that he had received a letter from 4Sight requesting a grant. As the organization helped at least six people within the Parish of Birdham it was deemed appropriate to award a grant of £100.00.
It was resolved to grant £100.00 under s137 to 4Sight for the work they do in Birdham.
ii) A further grant application for grant aid had been received from the Kent, Surrey & Sussex Air Ambulance. It was considered that further information should be requested and the item was deferred.
iii) A letter had been received from the CPRE with an invitation to attend their AGM. The Parish Council is a member. There was no one available to attend.
28-14 Reports:
i) Play Area and Playing Field. – There was nothing to report.
ii) Village Green and Pond – The Clerk was asked if he received any information from Mr Tony Burnard relating to the Village Pond. The Clerk said that he had received the information together with a rather ambitious plan which appeared rather excessive. A second draft plan had now been received which he felt the Council could, in principle support and given the authority of the Council he would write to the owners of the field in question with, effectively, a positioning statement.
It was resolved to authorise the Clerk to write the suggested letter to the field owners.
iii) Condition of Village Ditch/Drain Network. – Various quotes had been requested but none yet received. Westlands Lane gulleys have been overflowing which is believed to be caused by the owners of the pond in that area. Problems were still being experienced in dealing Hyde Martlet over the ownership of the ditch which runs along the main road.
There was also some doubt as to what was actually said by the team from WSCC concerning the culvert under dwellings in Walwyn Close which need to be resolved. To that end there would be a meeting on the 24th June to discuss the way forward for an Op Watershed application.
iv) Police and Neighbourhood Watch – There was nothing to report.
v) Communication Working Groups – The next issue of the Newsletter would be out by the end of June or the beginning of July.
vi) Other -
29-14 Reports of meetings attended by Councillors;
Members had attended a meeting of the Peninsula Forum at which there was a presentation by the West Sussex Growers Association. The second half of the meeting was allocated to Southern Water who attended from their Head Office. Their representative spoke about the various levels and the strategic situation but it became very clear that he had not been properly briefed on the capacities and effects of the vast numbers of holiday makers who visited the area.
It would appear that the Clappers Lane development by Wates is to go straight to an appeal.
